Lena believes that public safety is a critical concern and priority of any city, but the crippling public safety expenditures that encompass the nearly 50% of the City of Milwaukee's budget is simply unsustainable.
There must be a commitment to institute policies that maintain adequate staffing levels while utilizing community partners, resources, environmental designs, and proven best practices to reduce these costs where possible. As we look to keep up with current and future pension costs, we have to look for real ways to increase revenue.
Understanding the unique funding mechanism that is Milwaukee's revenue stream, we can not be limited in our vision. We know that research-inspired innovation, quality infrastructure, and skilled workers drive long-term economic competitiveness. We also know that these things can help drive down crime and the increased need for public safety resources. Lena is committed to looking at a mix of strategies to address our ballooning public safety costs.
According to the most recent U.S. Census data, Milwaukee has the third-highest share of its total population below the poverty level (27.4 percent). This has become a tale of two cities, with your economic outcomes too often tied to determinants other than ability or potential.
We know the data that consistently tracks that nearly half of the city's African American children under the age of 18 — 48 percent — live below the poverty line. We have become inundated with headlines that paint a picture of a city, comprised of the haves and the have nots.
Taylor is committed to working to developing innovative and unlikely employment and career pathways, as well as funding to increase post-secondary education for the city's residents. As an example, Taylor's Love & Faith Initiative has been instrumental in creating partnerships to develop worker training programs such as the Urban Arborist Pre-Apprenticeship Program. (read more)
Taylor understands that there are social determinants of health that affect physical and mental health outcomes. Social determinants, such as housing, transportation, food insecurity, unemployment, and others take a toxic toll on the health of both adults and children. Taylor plans to develop plans across city departments that interface in identified social determinants to improve the delivery of public health services.

Taylor believes that far too often, we don’t talk enough about environmental issues in urban communities, although we are equally impacted by policies and legislative actions that influence everything from the water we drink, the air we breathe, and the opportunity for family-supporting jobs.
Taylor understands the data that has said cities consume more than two-thirds of the world’s energy and account for over 70 percent of carbon emissions globally. Therefore, cities are uniquely positioned to do something about climate change. Taylor is committed to renewable energy goals, equitable regional transit, zero-carbon building construction, defined timelines on safe-drinking water for all residents, and an array of environmentally sustainable initiatives.
